Page 2. Throughout the evolution of modern business, leaders have strived to be effective and profitable. However, due to unprecedented business scandals throughout the past decade, strict adherence to the principles of business ethics has become more prominent and expansive than ever before. In light of scandalous and unethical business practices, as exuded by Enron and WorldCom for example, business leaders and governing agencies realize the importance of ethical behavior. Although there is not a clear cut or standard set of attributes that constitute an effective and ethical leader, there are several common aspects that can be identified. The most important attributes of an effective and ethical leader are trustworthiness and accountability. Employees must feel that they can trust their managers in any and every situation. Team members must believe that a manager has immaculate intentions for the well-being of the project and the team. Employees will work harder towards the goals of the organization as well as towards the goals of individual assignments if they feel that management is looking out for their best interests. Team members should not look at business management as an entity of oppression. Employees should be able to approach managers without intimidation or prejudice. In other words, workers should feel free to address concerns and express opinions. Experienced front line workers are more privy to minute details regarding the daily operations of the business. A worker that trusts his or her superior is more likely to express opinions and concerns that can enhance business activity or correct errors. Employees that trust the management of the organization will be more willing to work diligently towards the company’s goals. Employees that do not have a trustworthy management team can suffer from a reduction in morale. Overall, a lack of trust leads to a distant and less productive work environment. Page 3. Another equally important attribute of an effective and ethical leader is accountability. Effective managers should not be afraid to admit when they are wrong. Even the best managers make mistakes. In essence, a manager with a strong ethical track record will be able to address tough questions with realistic answers. Transcending departmental and hierarchal barriers, accountability promotes communication throughout the entire organization. For example, after years of slumping car sales coupled with rigid hierarchal divisions, Ford Motors decided to embark in a new direction with Alan Mulally as CEO in 2006. Throughout its century of existence, Ford â€Å"developed a very tall hierarchy, composed of managers whose main goal was to protect their turf and avoid any direct blame for its plunging car sales (Jones 2010). Even the COO Mark Fields stated that â€Å"at Ford you never admit when you don’t know something (Jones 2010). † New CEO, Alan Mulally, diligently worked to demolish the communication barriers between the divisions of production and to develop new ethical norms. For instance, he instituted weekly meetings where department heads were encouraged to openly share problems. Mulally promoted a new culture that was more accepting and open about mistakes. Moreover, sharing all a spects of production information through a universal lens can help to promote decreased production costs on a company-wide level. Organizations will prosper under a management that promotes and radiates accountability and trustworthiness. Employees are more prone to open lines of communication with trusted superiors. Managers that can accept responsibility for errors while co-piloting new plans of attack on pertinent issues can help to eliminate unnecessary depletion of organizational resources. Hospitals are Driving toward a Leaner Organization Essay

To obtain sustainable organizational efficiency and service quality, many hospitals have adopted an Open Systems Perspective by using â€Å"lean management† procedures borrowed from leading car manufacturers, in an effort to â€Å"reduce and remove waste from work processes†. These processes improved organizational efficiency reduced costs and provided better patient care. i What ‘seems’ to be the Problem: Secondary Symptoms Full waiting rooms, long wait times, inefficient use of supplies and budgets, needless stress and high mortality rate is feedback from the external environment that the hospitals are not meeting the needs of their stakeholders, or fitting in with their environment. Before adapting lean management processes, hospital staff and patients alike shared the burden of what appeared to be the inevitable consequences of health care delivery and a closed systems perspective.ii These problems are manifestations of organizational deficiencies which negatively affect the quality of patient care, the distribution of hospital resources and employee morale. The Real Reasons Hospitals are Facing Difficulties: Primary Problems The secondary symptoms are indicative of underlying issues, highlighting their poor organizational-environmental fitiii and the ineffectiveness of communication between Internal Subsystems.iv To a large extent hospitals have not adapted to their external environment nor have hospitals managed it effectively.v Hospital management, for example, has not adequately promoted the appropriate use of hospitals as opposed to family physicians. The departmentalization of hospitals has unintentionally caused a disconnection between internal subsystems. The lack of coordination between hospital management, physicians, hospital staff and patients prevents the flow and use of information within the organization. The ultimate result is that resources (staff, equipment, financial resources) are not allocated to their optimal use causing superfluous procedures and purchases.vi Solutions, Recommendations and Implementation Plan: Open Systems Perspective and Lean Management strategies will promote organizational efficiency and resolve the underlying problems. Steven L.  McShane explains that collaborative efforts between internal subsystems have proven to reduce the time, efforts and costs contributing to the primary problems. vii Hospitals can use information technology and incentives to staff to share information about where efficiencies can be realized. For example, those responsible for hospital purchases will be greatly assisted by pertinent information from those using the equipment and supplies. The strategy will be financial costly in the short to medium term as the costs associated with implementing such a system will not be compensated for until efficiencies realized over the long run exceed its cost. Furthermore, cost and effort may be required to change the organizational and departmental cultures within hospitals to foster the collaboration necessary for the exchange of information. Including hospital staff in decision making of management may also increase job satisfaction and morale. Efficiencies discovered through information sharing will take stress of budgets and savings may be allocated to areas in need of more resources. A second organizational fit strategy is to transfer resources from underutilized areas to areas in need of greater health care services. Hospitals have likely not allocated their resources to respond demographic changes. Transferring health care resources will almost certainly result in public discontent in areas from which some health care resources are removed. There is also a financial cost and time associated with transferring resources from one geographic area to another more needy one, such as construction costs. In the medium to long term, however, moving resources from areas where they are not needed to an underserviced environment increases efficiency which addresses long wait times, lower quality of care and higher mortality. A further strategy from the Open Systems perspective is to manage the environment by engaging and educating the public about how to more efficiently access health care services. Hospital management will be required, in pursuing this strategy, to spend resources on promotion and education which may exacerbate wait times and the other secondary problems discussed earlier. In the medium to long term, the more efficient use of hospital resources on those that truly require them and diverting other potential hospital users to the appropriate health care provider, such as a family physician, will necessarily alleviate wait times, increase quality of care and improve hospital budgets. Finally, from the internal sub-systems  perspective, through expending resources on gathering empirical data concerning the relationship between resources and health care outcomes, as well as developing and employing greater diagnostic testing, physical resources and time can be managed more efficiently. Hospital management must implement a system and allocate resources to data gathering and analysis. Physicians must participate in providing data and expertise. Through continuous improvement the benefits of not expending hospital resources superfluously may be realized in the medium to long term. These solutions will positively impact full waiting rooms, long wait times, inefficient use of supplies and budgets, needless stress and potentially contribute to a decrease in the mortality rate. This allows hospitals to better fit and manage their environment.

Being no match for conventional armies, terrorists avoid a massive confrontion. They employ asymmetrical warfare through uncustomary means such as suicide attacks, to conduct illegal attacks against primarily civilian targets for political reasons. Terrorists operate in secrecy, Their objective is to compel legitimate political systems to change their policies, in order to gain unlawful advantages. The purpose of this paper is to investigate whether Clausewitz’s ideas on war are concurrent with the strategies employed in the global war on terrorism. Clausewitz’s Ideas: Whether Applicable to Global War on Terrorism Carl von Clausewitz’s key ideas include the following concepts: the purpose of diplomacy is for imposing a nation’s will on the enemy, war is essentially the pursuit of diplomacy through a different method, armies of citizens fighting for their country show greater determination than professional soldiers figting to gain new territory, to be victorio us in war, a nation must take risks and act boldly, and aggressors would prefer to take over another country unopposed rather than engage in conflict3. The State Department defines terrorism as â€Å"the use or threatened use of violence for political purposes to create a state of fear that will aid in extorting, coercing, intimidating, or otherwise causing individuals or groups to alter their behavior†4. Terrorists do not comply with the laws of war nor do they wear uniforms like regular soldiers. Terrorism is predominantly a form of political violence, and the purpoes of all terrorists is the same, in that they try to impose their will by force. Hence, terrorism is not confined to thugs and outlaws; international terrorism is a generic type of aggression towards realizing political goals through the threat of harm and destruction. Although terrorism frequently appears mindless, this is most often not the case. It is a means to an end, to change unacceptable circumstances th rough violence, and is not an end in itself. The source of terrorism which is a form of political violence lies in the basic structure of contemporary international politics. Structural terrorism contributes to the prevalence of terrorism by promoting the use of fear and violence for achieving political goals. The growth and spread or terrorism in its present day manifestations may be perceived as a new form of coercion. Thus global terrorism is not an accepted part of the rules and customs of international behavior. Views on sexual morality have varied greatly over time and by different cultures and religions alike. Different religions have different codes of sexual morality which regulate sexual activity or assign normative values to certain sexually-charged actions or thoughts. The views of religions and religious believers range widely, from holding that sex and the flesh are evil and that many forms of sexual expression should be prohibited and punished, to the belief that sex is the highest expression of the divine and should not be regulated by social mores. Those who oppose gay marriage do so with vehemence because it is not simply that they would rather not see it exist, but rather that they regard homosexual marriage as a supreme moral and social evil. The religious opposition cannot merely be dismissed as containing no grounds for debate, as it is important to understand the true extension towards their views. Christian groups, for instance, claim that the Bible regards homosexual conduct as sinful. (Sidlow & Henschen, 102) Specifically, there are teachings in the Bible that reflect this notion that surround a comparison between adultery and fornication. First, there is adultery, which in the natural sense is the sexual intercourse of a married person with someone other than his or her own spouse. It is condemned in both the Old and New Testaments. (Exodus 20:14; I Cor. 6:9, 10) Secondly, there is fornication, which is the illicit sex acts of unmarried persons, which is likewise forbidden. (I Corinthians 5:1; 6:13, 18; Ephesians 5:3) The difference between adultery and fornication is the aspect of being married. Thus, both sexual acts in marriage, or not, are considered forb idden due to their promiscuous nature, which is directly associated to homosexuality because it's sexual acts, in marriage or not, is still a sin. Moreover, homosexuality is directly referred to by the Apostle Paul, who declares that homosexuals: "shall not inherit the kingdom of God", (I Corinthians 6:9; 10) Also, homosexuality is an illicit lust forbidden by God, as he said to His people of Israel: "Thou shall not lie with mankind, as with womankind: it is abomination If a man also lie with mankind, as he lieth with a woman, both of them have committed an abomination: they shall surely be put to death; their blood shall be upon them". (Leviticus 18:22) Moral sin is produced by the rebellion against God and since homosexuality and its acts are viewed as an "abomination", then through Christian LAST NAME, 3 religious values, it is a sin and therefore should not be permitted as a sacrament of marriage. Like Christian religions, Muslims also teach that marriage is a sanction between a male and a female. One of the principles of Islamic Jurisprudence says that: "The default state of all things is lawfulness until some evidence shows otherwise."
